完整規則
- 歐盟法律本身沒有寫明照片規格：《簽證法》要求提供照片，歐盟委員會《簽證手冊》規定須符合 ICAO Doc 9303 照片規範。不合規的照片不予接受。
- 照片不得超過 6 個月。
- 寬 35–40 mm。
- 頭部及肩部上沿的特寫，面部佔照片的 70–80%。
- 德國官方樣張表把 70–80% 落實為 35 x 45 mm 照片上 32–36 mm 的臉高，並說明只有臉高小於 27 mm 或大於 40 mm 時才應拒收。
- 在純淨淺色背景前拍攝 — 德國樣張要求單一明亮顏色，理想為中性灰，淺發用中灰、深發用淺灰，絕不能有圖案，腦後無陰影，畫面中無其他人或物。
- 光線均勻，面部無陰影、無閃光反射、無紅眼。
- 獨自入鏡，正面對著相機，表情中性、嘴閉合，頭不傾斜，不擺藝術照姿勢。
- 雙眼睜開、清晰可見，頭髮不得遮眼。
- 戴眼鏡時眼睛必須清晰可見：不得有色鏡片、鏡片不得反光，鏡框不得遮擋眼睛任何部分。細框為佳。
- 頭飾除宗教原因外不允許，且須清晰顯示從下巴底到額頭頂、以及面部兩側的特徵。
- 對焦清晰、質量高、膚色自然、亮度對比適當、無墨跡無摺痕，相紙列印。
- 德國樣張另要求至少 600 dpi 列印在高質量相紙上。照片可為彩色或黑白。
- 沒有歐盟層面的數位上傳通道：申請在主要目的地國領館遞交，採集指紋時照片也可能現場拍攝。
- 各領館逐份稽核申請，可能追加要求 — 請核對你實際前往國家的要求。

A photo in compliance with ICAO standards. ... The photograph to be submitted by applicants must fulfil the standards set out in the photograph specifications as set out in the International Civil Aviation Organization (ICAO) document 9303 Part 1, 6th edition (Annex 11). Photos that do not comply with these standards shall not be accepted. The photo must clearly show the person's facial features from the bottom of the chin to the crown (the top of the head, not the top of the hair) as well as the left and right sides of the face. 我們自己的假設
- ⚠️ 歐盟自己只公佈了這份規格的一半。《簽證手冊》指向 ICAO Doc 9303 Annex 11，而歐盟委員會託管的那份 Annex 11 給了寬度（35–40 mm）、臉部佔比（70–80%）、6 個月時效及背景光線規則 — 但沒有高度。
- 45 mm 的高度和 32–36 mm 的臉高來自德國聯邦外交部的官方樣張表，它明寫 32–36 mm 正是 ICAO 70–80% 的換算；荷蘭官方的申根簽證清單也獨立要求 3.5 × 4.5 cm 的照片。這些都是成員國的官方文件，不是歐盟層面的立法。其他申根國家的領館可能表述不同 — 請以你申請的那一家為準。

- 下巴由 68 點人臉關鍵點測量；頭頂取自摳圖輪廓。假設精度 ±5%，僅在合成樣張上標定過。
