  • The photo background must be white in colour.
  • Taken full face without headgear, unless you wear a headgear habitually in accordance with religious or racial customs — and it must not hide your facial features.
  • Required for every applicant; not required for a non-applying spouse or sponsor.
  • ICA's photo guidelines apply: the digital photo must be original, without alterations using computer software or a mobile app, with even brightness, sharp focus, and shoulders and hair fully visible.
  • Permanent residence applications are submitted online through ICA's e-PR system, with the photograph uploaded as part of the document set.

What photo does a Singapore PR application need?
ICA's document checklist asks for a coloured digital photograph taken recently, in dimensions 400 x 514 pixels, full face without headgear — unless worn habitually for religious or racial customs and not hiding your features — against a white background. It is uploaded with your e-PR application.
Is this the same as the Singapore passport photo?
The canvas is the same 400 x 514 pixels and the background is white in both, but the passport channel publishes extras the PR checklist does not: a 3-month recency figure, an 8 MB limit and a format list. Those come from passport-specific documents, so on this page we only claim what the PR checklist itself says.
How recent must the photo be?
The checklist says taken recently without publishing a month figure, so we do not invent one. Keep it current — ICA reviews every application.
Can I edit or retouch the photo?
No. ICA's photo guidelines require the digital photo to be original, without alterations using computer software or a mobile app. We only crop, position and size.
What about the photo for a Singapore Employment Pass?
There is no photo to submit for an EP: the Ministry of Manpower captures your photo and fingerprints in person at its services centres during card registration. The PR application is the Singapore channel where you actually upload a photo.
Who needs a photo in a PR application?
Every applicant. A non-applying spouse or a sponsor does not need one.

Our own assumptions

  • The PR document checklist publishes the pixel canvas (400 x 514), the white background and the headgear rule — but no file format, no file-size limit, no head-height figure and no month count for “recently”. We leave each of those unstated rather than borrowing the passport channel's figures, and we deliver a JPEG, the format ICA's own e-services accept elsewhere.
  • The 69.8% head proportion matches our Singapore passport layout so both ICA channels get consistent framing — it is our choice, not an official requirement.
  • ⚠️ There is no equivalent line for Singapore work passes: MOM captures the photo and fingerprints in person at its services centres during card registration, so an Employment Pass has no photo-submission step at all.
  • The chin is measured by 68-point facial landmarks; the crown comes from the top of the cut-out outline. Assumed accuracy ±5%, calibrated only on synthetic fixtures.
