Full rules
- 50 mm by 60 mm, on a white, patternless background.
- The directorate specifically asks that photographers be reminded not to cut biometric photos down to 35 x 45 mm — the size almost every other country uses.
- Photos in different sizes or on different backgrounds stop the application from completing — or, if accepted, the card fails quality control during production and is cancelled, and you apply again.
- No shadows on the background, and taken within the last 6 months so it shows how you look now.
- Biometric photos follow the ICAO machine-readable document standards; photocopies, computer reproductions and non-biometric photos are not accepted.
- The face must be centred and fully visible together with the hairstyle. Colours must be neutral and reflect the face's natural colours, with good contrast and sharp detail, and no stains or bends.
- Eyes open and clearly visible, hair not covering the eyes, looking directly at the camera. Light falls evenly on the face with no reflections, shadows or red-eye.
- No reflections on the lenses, no tinted lenses or sunglasses, and the edge or frame of the glasses must not cover the eyes or be thick enough to do so.
- Apart from glasses and similar accessories a person must use, no hats, caps, pipes or similar objects. In headscarf photos the face must be visible from the tip of the chin to the forehead, with no shadows on the face.
- Photos of small children must contain no other people or objects.
- Any photographer can take biometric photos — there is no approved-photographer scheme.

What size is a Turkish passport photo?
50 mm by 60 mm on a white, patternless background — larger than the 35 x 45 mm used by most countries. The civil registration directorate even asks applicants to remind photographers not to cut biometric photos down to 35 x 45.
What happens if the size or background is wrong?
The directorate is explicit: the application cannot be completed — or, if it slips through, the card fails quality control during production and is cancelled, and you have to apply again.
How recent must the photo be?
Taken within the last 6 months, so it shows how you look now, with no shadows on the background.
Does the photo have to be taken by an approved photographer?
No — the directorate states that biometric photos can be taken at any photographer. There is no approved-photographer scheme like France's. The photo does have to meet the ICAO biometric standards: photocopies, computer reproductions and non-biometric photos are refused.
What are the face and eye rules?
The face centred and fully visible together with the hairstyle, neutral natural colours, sharp detail, eyes open and clearly visible with hair away from them, even lighting with no reflections, shadows or red-eye, and no tinted glasses, sunglasses or frames covering the eyes.
Are head coverings allowed?
Apart from glasses and similar necessary accessories, no hats or caps. In headscarf photos the face must be visible from the tip of the chin to the forehead, with no shadows across it.
Our own assumptions
- The directorate publishes these requirements in Turkish. The rules above are our English rendering; the original Turkish is kept verbatim in our source record, and that original is what governs.
- ⚠️ 50 x 60 mm is the only photo of this size we cover — a photo sized for any other country will be rejected here, and the directorate itself warns against cutting these photos down to 35 x 45 mm.
- No head-height figure is published — only that the face be centred and fully visible including the hairstyle — so our 70% head proportion is our own choice, taken a step more conservative than 35 x 45 countries to keep the full hairstyle in frame.
- There is no digital submission channel: what we produce is a correctly sized file for you to have printed at 50 x 60 mm.
- The chin is measured by 68-point facial landmarks; the crown comes from the top of the cut-out outline. Assumed accuracy ±5%, calibrated only on synthetic fixtures.
