Full rules

  • Two identical colour photos taken within the last 6 months, hatless, front-facing, with clear facial features on a white background — no ink marks or creases.
  • 4.5 cm high by 3.5 cm wide excluding any border, framed as a close-up of the head and top of the shoulders.
  • The length from the top of the head to the chin must be between 3.2 and 3.6 cm — which the bureau itself equates to the face occupying 70–80% of the photo — centred left to right.
  • Eyes looking straight at the lens, both open and clearly visible, natural unexaggerated expression with the mouth closed (physiological inability to close the mouth excepted), natural skin tones with suitable brightness and contrast.
  • Hair must not cover any part of the eyebrows or eyes, and the face outline, both ears, and any distinguishing moles, birthmarks or scars must be clear and uncovered. Microtia patients may cover the ear outline with hair if both sides of the face outline stay clear.
  • No tinted glasses (visually impaired excepted), no flash reflections on lenses, and frames must not cover any part of the eyes — the bureau asks you not to wear thick frames at all. No coloured contact lenses or circle lenses.
  • No military or police uniforms and no camouflage clothing. Religious head coverings are allowed only with the features from chin to forehead and both face outlines clearly shown.
  • Infant photos must show the applicant alone — no chair backs, toys, pacifiers, other people or a helper's hands.
  • Photos must show your true appearance: no composites, no mirrored images, no editing or retouching — altered photos can defeat airport facial-recognition e-gates. Digital retouching or enhancement is not allowed, and the original image must not be resampled or resized before printing.
  • The bureau specifically warns that phone selfies are prone to mirroring and wide-angle distortion that violate ICAO standards, and recommends a photo studio. Camera guidance: lens at eye height, about 1.2 m from the face (at least 1 m), no digital zoom, correct white balance, diffuse symmetrical lighting.
  • Applying domestically, you can upload the photo through the bureau's online application system and skip the paper prints: JPG or JPEG, RGB colour at 24 bits or more, no larger than 5 MB, at least 531 pixels high and 413 pixels wide.
  • Prints must be on high-quality glossy photo paper at high resolution — from a digital camera of at least 3 megapixels on its highest-quality setting — sharp, unblurred, with no jagged edges. Poor print quality or paper that is too thin will be rejected.

What are the Taiwan passport photo requirements?

Can I upload the photo instead of bringing prints?
Yes — applying domestically through the bureau's online application system, an uploaded photo replaces the paper prints in most cases. The file must be JPG or JPEG, RGB at 24 bits or more, no larger than 5 MB, and at least 531 pixels high by 413 pixels wide. We output exactly 413 x 531.
Can I take the photo with my phone?
The bureau specifically warns that phone selfies are prone to mirroring and wide-angle distortion that break ICAO rules, and can get your application sent back for a new photo. Its guidance: camera at eye height, about 1.2 metres away, no digital zoom, even diffuse lighting — or use a photo studio.
Can the photo be retouched?
No. Composites, mirrored images, editing, digital retouching and enhancement are all ruled out, and the bureau notes altered photos can defeat airport e-gate facial recognition. It even specifies the original image must not be resampled or resized before printing.
Are glasses and coloured contacts allowed?
Tinted glasses are not allowed except for the visually impaired, frames must not cover the eyes — the bureau asks you not to wear thick frames at all — and photos with coloured contact lenses or circle lenses are refused.
What clothing rules apply?
No military or police uniforms and no camouflage. Religious head coverings are permitted only with the features from chin to forehead and both sides of the face clearly shown.

Our own assumptions

  • The bureau publishes this specification in Traditional Chinese. The rules above are our English rendering; the original is kept verbatim in our source record, and that original is what governs.
  • We output exactly 413 × 531 px — 35 × 45 mm at 300 dpi — which sits precisely on the official upload minimums (at least 413 px wide, 531 px high) while keeping the printed proportions exact.
  • The bureau measures from the top of the head to the chin without saying whether hair is included; our crown detection uses the top of the cut-out outline, which includes hair. For voluminous hairstyles check the crown guide line on the preview.
  • Uploading through the bureau's own system replaces the paper prints in most domestic cases; the exceptions (black-and-white printed application forms, travel-agent submissions without a digital file) still need one or two prints, as its notes describe.
  • The chin is measured by 68-point facial landmarks; the crown comes from the top of the cut-out outline. Assumed accuracy ±5%, calibrated only on synthetic fixtures.
