  • One portrait photo on a white background, 3 x 4 cm — the rule in force since 1 July 2026 under Circular 108/2026/TT-BCA.
  • Three ways to provide it: hand in the 3 x 4 white-background photo, have your photo taken at the receiving office, or — for online applications through the public service portal — reuse the photo already held in your citizen ID (can cuoc) data.
  • Before 1 July 2026 the rule was a 3 x 4 photo on a blue background (Circular 35/2024/TT-BGTVT). If a guide still tells you blue, it predates the handover of licensing to the Ministry of Public Security.
  • The same circular newly allows foreigners holding a visa of 90 days or more to exchange a foreign driving licence for a Vietnamese one.

What photo does a Vietnamese driving licence need now?
Since 1 July 2026, under Circular 108/2026/TT-BCA of the Ministry of Public Security: one portrait photo on a white background, 3 x 4 cm. You can hand it in, have it taken at the receiving office, or — applying online — reuse the photo in your citizen ID data.
I read the background must be blue. Which is right?
Blue was the rule before 1 July 2026, under the transport ministry's Circular 35/2024. Licensing moved to the Ministry of Public Security and the new circular switched the requirement to white. Guides that still say blue predate the handover.
Do I have to upload a photo for the online renewal?
Often not — online applications through the public service portal can reuse the photo already held in your citizen ID (can cuoc) data. Otherwise you provide the 3 x 4 white-background portrait.
Can foreigners exchange their licence in Vietnam?
Yes — the same circular newly allows foreigners holding a Vietnamese visa of 90 days or more to exchange a foreign driving licence for a Vietnamese one, with the same photo rule.

Our own assumptions

  • The rule changed on 1 July 2026: white background 3 x 4 cm now; blue before. Guides written before the handover to the Ministry of Public Security still say blue — they are out of date, not an alternative.
  • No head-height, recency or upload-file figures are restated in our sources, so we leave them unstated; online applications typically reuse your citizen-ID photo instead of an upload.
  • The chin is measured by 68-point facial landmarks; the crown comes from the top of the cut-out outline. Assumed accuracy ±5%, calibrated only on synthetic fixtures.
